Ukraine Exposes Russian Espionage Campaign Targeting Minors: A New Threat to National Security
The Security Service of Ukraine (SBU) has unveiled a disturbing espionage campaign allegedly orchestrated by Russia’s Federal Security Service (FSB). This operation involves the recruitment of Ukrainian minors for various criminal activities disguised as "quest games." The revelation raises significant concerns about national security and the exploitation of vulnerable youth in Ukraine.
In a recent operation in Kharkiv, law enforcement officials detained two groups of FSB agents, who were exclusively composed of minors aged 15 and 16. According to the SBU, these young individuals were tasked with conducting reconnaissance, adjusting strike coordinates, and committing acts of arson. “To conceal their subversive activities, both enemy cells operated independently,” the SBU stated in a Friday release.
How the FSB Manipulates Minors in Espionage
The FSB’s scheme involved manipulating children under the guise of a game. The minors were provided with geographic coordinates and instructed to reach specific locations, where they would capture photos and videos of military targets and provide descriptions of the surrounding areas.

- Utilizing anonymous chats to relay information back to the FSB.
The information collected from these missions was reportedly used to coordinate airstrikes in Kharkiv, posing a direct threat to the safety of the region.
Detentions and Legal Actions
The SBU has confirmed that it has apprehended all members of these enemy groups, who were found photographing air defense installations within Ukraine. One of the key organizers of this espionage effort has been arrested and could face life imprisonment. Additionally, a liaison connected to the FSB groups, identified as a police officer from Russia’s Krasnodar region, has been charged in absentia under Part 2 of Article 113 of Ukraine’s Criminal Code, which pertains to sabotage during martial law.
Cybersecurity Threats Amid Espionage Efforts
This revelation follows a warning from the Computer Emergency Response Team of Ukraine (CERT-UA) regarding a series of cyberattacks targeting defense companies and security forces in the country. These intrusions have been linked to a Russian-affiliated actor known as UAC-0185, further highlighting the ongoing threat to Ukraine’s national security.
